What?!

I've been seeing this bike around quite a lot lately, but never the owner. Not sure if it's antique or just new 'retro' styled. Judging from the fully sprung saddle, I reckon it's the former and it's straight to the  top of the Slow- RPM coolest bike of the year list from me.
